Victory Park is located on the hills of northeastern Dushanbe and is considered one of the capital's most important memorial complexes and historical and cultural sites.

The park was opened on May 9, 1975, in honor of the 30th anniversary of Victory Day as a symbol of respect for the heroism and dedication of the people during the Great Patriotic War.

In the center of the memorial complex is the Eternal Flame, near which flower-laying ceremonies are held annually in memory of the victims of the war.
